ASSESSMENT OF EXTERNAL TRANSPORT COSTS FOR ROAD INFRASTRUCTURE

Abstract

The objective of the research is to show the importance of external transport costs in cost-benefit analysis (CBA). CBA gives more attention to calculate the direct costs and benefits that are caused by the construction of an infrastructure facility. External costs and their quantification have a significant impact on the results obtained with the CBA, and thus directly affect the profitability indicators of future planned investments. This paper considers the external costs of transportation, their significance and their monetary value. Some of reference documents from European Union countries have been used as well as "costbenefit" studies carried out for transport infrastructure projects in the Republic of Macedonia over the past ten years. These studies allow defining a methodology for estimating external transport costs for use in the cost-benefit analysis of transport infrastructure projects in our country. Some conclusions and recommendations are given based on the analyses presented in the paper..
