COMPARATIVE ANALYSIS OF PLANNED AND ACTUAL DEADLINES AND BUDGETS FOR THE ROAD INFRASTRUCTURE PROJECTS

Abstract

Observing the planned deadlines and budgets for the road infrastructure projects is a rarity, not only in the Republic of North Macedonia, but everywhere in the world. Such a situation affects not only the participants of the projects, but also the community, because such projects are mostly financed with public funds. Data on 24 road infrastructure projects in the Republic of North Macedonia was collected and then analyzed through field research. As the main reasons for extension of deadlines and changes in the foreseen budgets, the following were detected: climate conditions, the occurrence of unforeseen works and surpluses, errors in the project documentation, inadequate planning of the project realization, legal regulations, communication between the participants and other influences. It is recommended that during the construction of the road infrastructure, to pay attention to the following: initial and continuous planning emphasizing the climate conditions, the quality of project documentation, synchronization, implementation and control of activities by experienced personnel; timely monitoring and application of the changes in the legal regulation, etc.
